 EuP指令能從產(chǎn)品設(shè)計(jì)階段解決環(huán)境影響因素？ |
歐盟認(rèn)為，估計(jì)80%以上的與產(chǎn)品相關(guān)的環(huán)境影響因素是在產(chǎn)品設(shè)計(jì)階段就已確定。因此，盡早地將環(huán)境考慮因素整合到產(chǎn)品設(shè)計(jì)階段是提高和改進(jìn)產(chǎn)品環(huán)保性能的最為有效的方法。EUP指令“關(guān)于制定耗能產(chǎn)品環(huán)保設(shè)計(jì)要求框架的指令2005/32/EC（Directive on the Eco-design Requirements for Energy Using Products）”所涵蓋的產(chǎn)品范圍非常廣泛。根據(jù)歐盟EuP指令條文內(nèi)容所示，原則上包括所有投放市場的耗能產(chǎn)品，生成、轉(zhuǎn)換及計(jì)量這些能源的產(chǎn)品（不包括運(yùn)輸工具，由于規(guī)范運(yùn)輸工具的設(shè)計(jì)、生產(chǎn)和排放方面的強(qiáng)制性和自愿性規(guī)定已很多，且比較全面），以及用于裝入耗能產(chǎn)品中，并在市場上作為獨(dú)立部件直接銷售給最終用戶的部件。產(chǎn)品消耗的能源包括電能、固體燃料、液體燃料和氣體燃料。
目前已經(jīng)公布14項(xiàng)EuP標(biāo)識覆蓋產(chǎn)品類別為：
（1）Boilers and combi-boilers (gas/oil/electric)：鍋爐及多功能鍋爐(煤氣/石油/電氣) 。
（2）Water heaters (gas/oil/electric)：熱水器(煤氣/石油/電氣)。
（3）Personal computers (desktops and laptops) and computer monitors：個人計(jì)算機(jī) (臺式及筆記本) 及計(jì)算機(jī)顯示器。
（4）Copiers, faxes, printers, scanners, multifunctional devices：復(fù)印機(jī)/傳真機(jī)/打印機(jī)/掃描儀/多功能設(shè)備。
（5）Consumer electronics: televisions (analogue and digital, all technologies, including CRTs, LCD, plasma, rear-view projectors…)：消費(fèi)類電子產(chǎn)品：電視 (模擬和數(shù)字；以及包括CRT、LCD、等離子、背投等在內(nèi)的所有技術(shù))。
（6）Standby- and off-mode losses for all appliances covered by the scope of the eco-design Directive except for those already covered by the other specific lots of the present tender：生態(tài)設(shè)計(jì)指令涵蓋的所有設(shè)備的待機(jī)與關(guān)機(jī)狀態(tài)的能源損耗，目前承包中的其他專項(xiàng)類別指令包括的內(nèi)容除外。
（7）Battery chargers and external power supplies except for those products covered in lot 3：充電器及外部電源(不含上述第三類別所覆蓋的產(chǎn)品)。
（8）Office lighting：辦公照明。
（9）Street lighting：街道照明。
（10）Residential room-conditioning appliances (plug-in and split)：住宅空調(diào)設(shè)備(分體式)。
（11）Electric motors 1-150 kW and: – water pumps (in commercial buildings, drinking-water pumping, food industry, agriculture), –circulators for buildings, –fans for ventilation (non-residential buildings)：1-150kW電動機(jī)，及抽水機(jī) (用于商用建筑、飲用水抽水、食品工業(yè)、農(nóng)業(yè)), 大樓循環(huán)器，通風(fēng)扇（非住宅樓用的）。
（12）Commercial refrigerators and freezers, including chillers, display cabinets and vending machines：商用冰箱及制冷設(shè)備，包括冷凍機(jī)、陳列柜和銷售機(jī)。
（13）Domestic refrigerators and freezers：家用冰箱和制冷設(shè)備。
（14）Domestic dishwashers and washing machines：家用洗碗機(jī)及洗衣機(jī)。
僅憑EuP一個框架性指令，就能從產(chǎn)品設(shè)計(jì)階段解決環(huán)境影響因素嗎？ |
